This layer represents E911 point locations for all MHPs with known flood hazard. All residential structure points were manually located on top of buildings (if necessary) so they could be joined with the building footprint layer. This allows for address and other attributes contained within this layer to be joined to footprints. Further, the "vacant" field represents residential points that did not have an associated structure when compared to VT Ortho imagery from 2022 and 2021. Note that all other/non-residential points remain. Most of these were not manually edited for location accuracy and are meant to be a general reference. Show the locations of Enhanced 9-1-1 Sites

Data was collected during 1996-1998 as part of the Enhanced 911 data development project. Site coordinates were captured at each location requiring a new address, or for grandfathered towns that requested GPS work. The primary objective of the GPS data collection system was capture of site coordinates and various site information. In addition to the typical sub-meter GPS systems for capture of coordinate data, the data collection system utilized a "dead-reckoning" system that enhanced the GPS data by providing coordinate and heading data during periods of poor GPS reception. The coordinate location of each site was determined from a differentially corrected, 45-second (45 GPS points) average at each site, the vehicle heading, the heading to the site relative to the data capture vehicle and the range to the site. Range was determined from either a laser range finder or optical range finder. Both were accurate to within 5-feet over a 200 yard range. RF 5000 scale orthophotography was used for sites not accessible in the field. Sites added during the "interim" maintenance period between October 1997 and December 1998 were "screen digitized". These will eventually be GPS by an E911 maintenance contractor. Site coordinates are within 5-meters of their actual location (for features located using GPS or orthophotos). Features that have been "screen digitized" have unkown accuracy. RF 10000 scale or larger proof plots were reviewed by town 9-1-1 coordinators and/or postal officials to insure no sites were excluded and sites with one access were represented by one point. Coordinate accuracy was also reviewed. Corrections were made (re-GPSed) if the data quality was questionable. 6/14/2000 - Updates are received from towns as marked on paper atlas sheets, and digitized from this source. Later GPS work will make coordinates more accurate.
Spatial accuracy varies. Centroids may or may not fall within building footprints. Location to be used as general reference. In problem areas, restricted areas, and other problems, source GPS data was overlaid on digital orthophotos to resolve discrepancies. Where 1994-96 DOQs were not available, the RF 5000/2500 scale paper orthos were scanned and utilized. All site data was reviewed by town personnel for completeness and accuracy of coordinates in relation to other sites and features. VCGI has NOT QA/QCed this data layer.
