This dataset represents wetlands included in Vermont's Significant Wetlands Inventory (WaterWetlands_VSWI).
These often correspond with wetlands represented on USFWS National Wetland Inventory Maps (NWI),
however, there may be differences in delineation or ommission/commission
of certain wetlands. The Vermont Agency of Natural Resources
determines which wetlands are included in the WaterWetlands_VSWI. Questions about
wetland location and use should be referred to the ANR DEC Wetlands section, 244-6951.
NWI maps were used by the State of Vermont Agency of
Natural resources as a means of creating this data layer.
Nearly two-thirds of the wetlands were hand digitized from
RF 24000 scale NWI mylars. The remainder of the state
was scanned from RF 24000 or RF 25000 scale mylars.
These mylars were created by transfering wetland polygon
boundaries from RF 62500 scale NWI mylars to RF 24000 scale base maps.</abstract>

The data was developed and QA/QCed in several phases.
The initial dataset was scanned
or digitized from "source" materials. The majority of the
scanned data was based on RF 24000 scale mylars
(redrafted from RF 62500 wetland maps). Digitized data
was captured from RF 24000 and RF 25000 scale mylars
(refer to Source Description for more info). The Vermont
Agency of Natural Resources, VCGI, and other data
developers created these initial data layers.
Quality control for this dataset
included the following; 1) edge-matching, 2) spatial fidelity,
3) attribute value correctness, 4) and topological integrity.
The data layers
(coverages) were appended into QUAD16 tiles. These
were then "snapped" to the master QUAD16 tile boundary
data layer. Edge-match errors greater that 50 meters were
flagged for ANR review.
Check plots were
generated and used to identify the presence/absence of
"regulatory" wetland polygons. Errors were flagged and
corrected. Problems which could not be resolved by VCGI
staff were forwarded to ANR for review.

Problems such
as dangling nodes and labelerrors were identified and
resolved. Dummy lines were added to some of the tiles
due to the 5000 poly/arc PC Arc/Info problem.
1) Verified that the TYPE, SRCCODE,
METHCODE, UPDACT, and LNTYPE were fully populated
with appropriate values.
2) Verified that AAT and PAT file definitions
were consistent between tiles.
3) Calculated AREA_AC and GISID attributes.
4) Verified and User-IDs were unique.
The presence/absence/delineation of wetlands
was not verified in the field. The intent of this data layer is
to represent "regulatory" wetland recognized by the State
of Vermont digitally. No attempt was made to improve the
"correctness" of the "official"
NWI maps.

This is a digital "representation" of Vermont's Significant
Wetlands Inventor. The majority of the wetlands were
digitized from USFWS NWI maps.
NWI maps were developed by the NWI section of the
US Fish and Wildlife Service. The USFWS NWI section
staff used RF 80000 scale color
infrared aerial photos (flown between 1975 and 1978),
USGS topo sheets and other mapped and text data to
interpret locations of wetlands. The areas were drawn
onto topographic maps with a very wide pen; the pen width
equals about 80 feet of ground distance on a RF 24000
scale map and about 200 feet on a RF 62500 scale map.
The minimum wetland mapping unit is generally wetlands
over 3 acres in size.
VT ANR digitized from 24,000 scale NWI source maps
were available. The remainder of the state was covered
by 15' maps at RF 62,500 scale, which were redrafted from
the original source materials onto 7.5' (RF 24,000) mylars
and then scanned and vectorized. The data layer does
not attempt to identify every wetland in the state. It
identifies those defined by the State of Vermont as
"regulatory".
The wetlands in the WaterWetlands_VSWI coverage are mainly palustrine
complexes (regulatory). A smaller subset of the data define
riverine and lacustrine wetland complexes (regulatory).
Single line streams are not included.
The wetlands in this coverage are those regarded as
regulatory by the VT Water Resources Board. They
correspond to the outer boundaries of palustine areas
mapped by the USFWS NWI section with the following
exceptions (includes some riverine and lacustrine
wetlands). In some tiles there were cases of mapping
errors; the edges of polygons did not match from one map
to another. In those cases the USFWS was contacted by
the VT ANR DEC Wetlands Section. The corrections were
sent back to the Wetlands section and then corrected in
ANR/GIS. The paper copies of changes are on file in the
ANR/GIS and the VT DEC Wetlands section.

The wetland boundaries are very approximate due to the
methods used to generate the original maps. Errors of as
much as 500 meters have been observed when clearly
identifyable boundaries were plotted over RF 5000 scale
orthophotos. Most boundaries are expected to be within
several hundred meters of their true locations. However,
not all wetlands appear on the NWI maps, and some
non-wetland areas may appear as wetlands.
Review of the NWI maps by the Wetlands Office of the VT
Agency of Natural Resources has shown that only a very
small percentage (estimated at 1-2%) of the wetlands on
the NWI maps are not found on the ground; many of these
have been filled in since the 1977 inventory. It is also
estimated that there are about 25% more wetlands than
appear on the NWI maps, most of these being below 3
acres in size (often closed-canopy wetlands or open
water).
Discrepancies have been noted between the original 1977
NWI maps and a more recent inventory along the
Connecticut river.
