Universal Recycling Materials Management Map The primary goal of the Universal Recycling Law (Act 148) is to make solid waste services more convenient, cost-effective, and accessible across the State of Vermont. The law also identifies several common materials---like recyclables, clean wood, leaf & yard debris, and food scraps----that are no longer fit for the landfill. Landfill bans on these items phase-in gradually between 2014 and 2020. Find more details about the Universal Recycling timeline here. In order to improve Vermont's resource management and decrease unecessary disposal, planners, waste industry employees, business owners, and residents alike need to know where to take materials for beneficial use and processing. The Agency of Natural Resources has developed a mapping tool to connect various stakeholders across Vermont with solid waste services and resources. It can be used as a visual, interactive aid for general planning purposes and for Universal Recycling requirements.
